Kate Spilde Contreras, Ph.D, is endowed chair of the Sycuan Institute on Tribal Gaming at San Diego State University, where she is also an associate professor in the School of Hospitality and Tourism Management. Previously, Contreras was executive director of the Center for California Native Nations at UC-Riverside and was also a senior research associate at Harvard University’s Kennedy School of Government. Prior to her appointment at Harvard, she was the director of research for the National Indian Gaming Association. In addition, Contreras was a policy analyst and writer for the National Gambling Impact Study Commission, a federal commission that produced a comprehensive study of U.S. gambling policy for Congress in 1999.
Jonathan B. Taylor is president of Taylor Policy Group, Inc. He is an economist with expertise in natural resources, gaming, and American Indian development. He provides counsel to tribes and bands in the United States and Canada consisting of public policy analysis, strategic advice, and economic research. He has authored or supported expert testimony in litigation and other public proceedings for a number of Native American groups.
